①＂ living in such a circumstance现在分词作定语，拿分点!

②＂ are prone to后可跟名词构成＂ be prone to sth＂，也可跟动词不定式构成be prone to do sth.＂，意为:易于遭受，有做坏事的倾向。

注意:此句型只用于不好的方面，好的方面可以选择用 be likely to do sth.;

②这里 measurement用词不当， measurement＂为不可数名词，是测量的意思；而这里很明显要表达措施，方法的意思，所以要用 measure＂，而 measure的搭配为: measure to do sth.。
